Due to the wide variety of comments received during the initial scoping period and the complexity of the transportation challenges in the canyon, UDOT has adjusted the study approach in order to identify and evaluate reasonable and practical solutions that will address immediate needs in the study area. The EIS will focus on mobility and safety to address traffic congestion at key intersections, parking at trailheads, and avalanche mitigation and identify solutions that can be implemented to address these immediate needs. UDOT will also continue to examine solutions for longer term needs in a separate planning study.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carriedout by UDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated January 17, 2017, and executed by FHWA and UDOT
